Create a Vetting Task Category in the Data Center.
Scheduled task must be enabled (e.g., In the Messaging Service, enable the following Scheduled task: task.exe A "activityName=VesselVettingTasksGenerate").
Commonly Used must be selected in Vessel Properties.
