You may encounter situations whereby the messaging service Messaging Service needs to be restarted. You will be able to can do this from the Messaging Service Configuration form in the Data Center:
On the General Configuration tab, clear the Enabled checkbox check box.
Save the form and then click .
Click Apply to Service.
Enable the Messaging Service again:
Select the Enabled
check box.
Save the form
