You can use an Estimate Template to lock estimates so that only users with permission to update templates can make changes to it.
To set this up, ensure that only users who can update the estimate template have Read/Write permission under “Update Template Voyage Estimates”. All other users should have Read-Only permission.
In the Estimate, click on the properties icon in the workspace panel and select the Template checkbox.
The template is now locked and can be easily identified by a red padlock icon. Users who do not have permission to update the estimate template can only view it.
If you do not have permission to update an estimate template, you can make a copy of the template of which you can make changes to it and save.
