Added functionality to the Carbon Commodity and Carbon Allowance Trades. When a non-base currency paper trade is created for Carbon Commodity paper trades and Carbon Allowances, the Exchange Rate will pull from the Trade Date. If there is no matching exchange rate for the given trade date, then IMOS will use the latest available exchange rate in the system at the time of the trade.

Veslink Voyage Reporting VIP & IMOS

Added a new config flag: CFGIdenticalPortSeaPassageAsWarning. When enabled, sea passage activity that falls on or before the initial departure in the same port will be treated as a warning instead of an error.

NOTE: The default value of this flag is set to Y, in order to match pre-existing behavior. If a user prefers that the aforementioned sea passage activity be treated as an error instead, please change the value to N.
